- Merit score calculation: Candidates are ranked by a merit score: 70 marks for marks in the minimum educational qualification, up to 15 marks for relevant experience in government rural development schemes, and 15 marks for a one-year diploma/certificate or Panchayat-cum-DEO experience.
- Experience weightage: Experience in government rural development schemes on posts of at least equal honorarium is scored: 5 marks for 6 months and 1 mark for each further 6 months up to a maximum of 15 marks.

- Tie-break and locality rule: If candidates have equal marks, the older candidate is selected first. If no eligible applicant from a gram panchayat exists, a same-category candidate from the same Janpad Panchayat is selected on merit.
